Transportation System Plan Guidelines

Oregon Department of Transportation

APG was on the consultant team that developed the updated Transportation System Plan (TSP) Guidelines, a key resource for communities throughout Oregon that detail legal requirements and best practices for developing or updating local transportation documents. Last updated in 2008, the focus of the 2019 update was to make information more accessible to laypeople, including the public and policymakers, and to reflect changes in the state’s transportation environment. The new Guidelines reflect an overall shift toward multimodal systems and the growing need to plan for emerging technologies, as well as a focus on local planning efforts that have increasingly encompassed sustainability, public health, resiliency, equity, and economic investment. As part of this work, APG assessed emerging trends and needs and reviewed an initial framework for addressing planning, policy, and funding implications as emerging technologies continue to come online. The team began the project with a comprehensive literature review, resulting in four white papers on Best Practices, Emerging Trends and Needs, Planning Context, and Similar and Unique Needs. Based on this research, the framework for the Guidelines emerged, including the purpose and function of a TSP, what it should accomplish, and its common planning elements.
