Transportation System Planning Guidelines

APG prepared an extensive update to the Transportation System Planning (TSP) Guidelines. The guidelines provide specific direction to local jurisdictions, consultants and ODOT staff to help guide the preparation of Transportation System Plans (TSP) for Metropolitan Planning Organizations (MPOs), cities and counties throughout Oregon. The direction provided in the Guidelines is based on the Transportation Planning Rule (TPR) which, in turn, is based on Statewide Planning Goal 12 – Transportation.  The TSP Guidelines are designed to promote sound transportation planning and include best management practices that augment the requirements of the TPR.

APG conducted an initial series of interviews of TSP Guidelines users and stakeholders  to assess the utility of existing TSP Guidelines.  These interviews and the resulting report provided direction for the TSP Guidelines update.  APG staff worked with two technical Stakeholder Groups (internal to ODOT and external stakeholders) to identify key elements for the update and to draft a new version of the TSP Guidelines.  APG staff retooled the content of the existing document and created new text that emphasizes providing assistance to cities and counties that are engaged in or contemplating a TSP update.  APG also conducted a technical review and update of the document to ensure that recent regulatory changes, such as TPR amendments and revised Oregon Highway Plan policies, were incorporated, explained, and properly referenced.  APG created a new format for the document, which included incorporating links to relevant resources and graphics that illustrate relevant planning processes.   

The updated TSP Guidelines were adopted in Spring 2008.  Following adoption, APG conducted a series of internal training sessions for ODOT staff to orient these transportation planning practitioners to the changes to the TSP Guidelines.
