Chenoweth Interchange Area Management Plan (IAMP)

City of The Dalles and Wasco County, Oregon

APG worked in collaboration with Kittelson & Associates to prepare an Interchange Area Management Plan (IAMP) for the Chenoweth /I-84 interchange located in the Columbia River Gorge. Project tasks included conducting a regulatory review, stakeholder interviews, assessing existing land use conditions in the early phases of the project, and preparing implementation measures and new development regulations in the later phases of the project.

Yaquina John Point Land Use and Transportation Plan

City of Waldport, Oregon

APG led the development of a coordinated land use and transportation plan for the Yaquina John Point study area.  Addressing future land uses and zoning, as well as pedestrian and bicycle connectivity and safety along US101 were key issues for the coastal city of Waldport.

Community Wide Transit Plan

Columbia County, Oregon

APG helped prepare a community-wide transit plan and a suggested set of improvements to transit facilities along Highway 30.  APG facilitated public outreach efforts and prepared development code amendments for the County and its six cities to implement the Plan’s recommendations.

Highway 99E Corridor Plan

City of Woodburn, Oregon

APG led the multi-disciplinary project team that developed the Highway 99E Land Use and Transportation Corridor Plan through the City of Woodburn that addressed the project’s goals of enhancing safety, eliminating roadway conflicts, providing better access to businesses, and improving the overall economic and transportation viability of Highway 99E.

Transportation System Planning Guidelines

Oregon

APG staff assisted a Joint Transportation Subcommittee comprised of Commissioners from the Oregon Transportation Commission (OTC) and the Land Conservation and Development Commission (LCDC) identify Transportation Planning Rule (TPR) issues and amendments and propose administrative rule language to forward to LCDC for adoption. The administrative rule amendments were adopted by LCDC in 2005 and 2006.

Highway Mobility Standards Guidelines

Oregon

Working with ODOT staff and internal stakeholders, Frank and APG staff prepared the Oregon Highway Plan Mobility Standards Guidelines. These guidelines are intended to address issues that arise during the application of the OHP mobility standard policy (OHP Policy 1F). In particular, the document provides focused guidance on the processes and tools to consider in developing alternate mobility standards as provided for in OHP policy.

Transportation Planning Rule Amendments/Guidelines

Oregon

The Transportation System Planning (TSP) Guidelines provide specific direction to local jurisdictions, consultants and ODOT staff to guide the preparation of Transportation System Plans (TSP) at all levels of government in Oregon. Working with internal and external stakeholders, APG prepared an extensive update of the Guidelines designed to promote sound transportation planning and include best management practices to augment the requirements of the Transportation Planning Rule (TPR).
