APG was part of the permitting team for the Commuter Rail project between Wilsonville and Beaverton. APG staff wrote the land use chapter of the Environmental Assessment for the project to use a freight rail corridor that parallels I-5 and OR 217 for commuter rail service during peak travel periods and organized information on comprehensive plan and development standards in the vicinity of the five commuter rail stations for the federal New Starts Report. APG also provided land use planning assistance to the four jurisdictions to determine land use permitting requirements for the five station locations. APG prepared an Intergovernmental Agreement between Washington County, Wilsonville, Tualatin, Tigard and Beaverton that was used to guide land use permitting for the commuter rail station areas, as well as the development applications for the Commuter Rail maintenance facility, park & ride lots and five stations which were submitted to four different jurisdictions for land use approvals.
