APG worked with the City of Eugene to prepare a set of form-based code provisions for this bus rapid transit station area which includes a mix of commercial, residential and institutional uses. Key stakeholders included the University of Oregon, local businesses and surrounding residents. APG managed the project and worked collaboratively with city staff and team members from SERA Architects to create and refine development code provisions and supporting graphics; and to facilitate public and stakeholder meetings, including an intensive three-day form-based code design charrette. The City adopted the new code provisions which include a new code chapter for the Walnut Station area, as well as amendments to a variety of other code sections which address parking, landscaping, signage and other requirements.
The project required carefully balancing the needs of major property owners, including the University of Oregon, local businesses and residents of adjacent neighborhoods. In successfully adopting the code amendments, the project team received commendations from its Council for its strong stakeholder and community outreach efforts.
