Pleasant Valley Concept Plan

Cities of Gresham, Portland and Happy Valley, Oregon

Joe Dills (under previous employment) led the creation of the Pleasant Valley Concept Plan, a 1,500-acre new urban community. The plan includes a town center, three schools, eight neighborhoods, three neighborhood centers, park system, complete circulation network and 500 acres of open space.  The plan integrates urban development with the natural resources of the area, protecting sensitive habitat areas of the upper Johnson Creek watershed.  Green infrastructure and sustainable design are integral to the plan.

The extensive outreach process included community workshops, a design charrette, and coordination with many stakeholder groups.  The plan was adopted by all three cities and received the 2002 Professional Achievement in Planning Award from the Oregon chapter of the American Planning Association.
