APG partnered with the City of Newberg and ODOT's Transportation and Growth Management Program to update the City's 2002 riverfront masterplan in order to set the stage for future activation of the Riverfront Area and development of housing, light industrial, and riverfront commercial uses.
The planning process involved several in-person and online open houses, a technical and a citizens advisory committee, and other targeted stakeholder outreach. The process invited participants to envision future uses for the area's large and currently dormant industrial area that served as an economic base for the City while achieving other community goals. The resulting plan included amendments to the City's comprehensive plan and zoning code, proposed new cross-sections and gateway treatments, and provides an action plan for the City and its partners to follow in order to achieve the plan's vision of a lively and connected Riverfront Area.
