South Cooper Mountain Concept & Community Plans

City of Beaverton, Oregon

APG is leading the long term visioning and planning for South Cooper Mountain, a 2300-acre area in Southwest Beaverton. An overall Concept Plan will set the 50-year vision for the study area, which includes 1050 acres inside the urban growth boundary (UGB) and 1240 acres outside the UGB (designated as urban reserve).   Two Community Plans will provide detailed plans for how the two areas within UGB accommodate future housing, commercial areas, roads and transportation infrastructure, trails and parks, while preserving green spaces and natural resources.

City of Hillsboro, Oregon

APG is leading a multi-disciplinary team to work closely with the City of Hillsboro to prepare a Master Plan for this 1,000+ acre future growth area. The planning process features extensive collaboration with major property owners and their design teams and will result in a detailed set of implementation and funding plans for the area.

Milwaukie Tacoma Station Area Plan

City of Milwaukie, Oregon

APG is leading development of a plan for an area adjacent to a new light rail station on the Portland to Milwaukie light rail (LRT) line.  The Station Area Plan will identify proposed future land uses, as well as needed pedestrian, bicycle, street and other transportation improvements.

Northeast Dundee Riverside Master Plan

City of Dundee, Oregon

APG led a multi-disciplinary planning team of urban design, transportation, park and recreation, land use and development code specialists to develop a master plan for this unique 400-acre property situated on the Willamette River.

North Bethany Concept Plan

Washington County, Oregon

Joe Dills (under previous employment) was consultant team project manager and lead planner for the North Bethany Concept Plan.  The 700-acre plan fulfills the County’s vision to create a “community of distinction” that has a feasible strategy for development and financing infrastructure.  The Concept Plan is organized around a framework of five new neighborhoods, variety of housing, a mixed use community center, four neighborhood commercial nodes, parks, trails, low-impact storm water management and natural resource areas.

Evergreen & Helvetia Concept Plans

City of Hillsboro, Oregon

APG led a project team to prepare Concept Plans for the Evergreen and Helvetia Industrial areas in the northern portion of the City of Hillsboro. Both areas were recently brought into the Urban Growth Boundary to provide industrial land to meet future employment needs in the region.  APG worked with the City, technical staff from affected agencies and two Stakeholder Advisory Groups to prepare concept plan alternatives and implementation strategies.

Redmond UGB Expansion

City of Redmond, Oregon

APG led a multi-disciplinary team to support a 2,300-acre urban growth boundary expansion.  Funded by a state planning grant and supported by additional local resources, the team prepared an urbanization study to determine the available supply of residential, commercial, and industrial land in the existing UGB and forecast land needs based on coordinated population and employment forecasts.

West Bull Mountain Concept Plan

Washington County, Oregon

Joe Dills (under previous employment) led the community planning effort for Washington County to create a concept plan for the West Bull Mountain Area. The project integrates land use, transportation, natural resources, sustainability, and infrastructure for the 500-acre area added to the Portland Urban Growth Boundary in 2002.

Pleasant Valley Concept Plan

Cities of Gresham, Portland and Happy Valley, Oregon

Joe Dills led the creation of the Pleasant Valley Concept Plan, a 1,500-acre new urban community.  The plan includes a town center, three schools, eight neighborhoods, three neighborhood centers, park system, complete circulation network and 500 acres of open space.

Tonquin Employment Area Concept Plan

City of Sherwood, Oregon

APG led a multi-disciplinary team that prepared the Concept Plan for the Tonquin Employment Are to help fulfill the employment needs of the city and the region. Adopted on time and on budget in 2010, the Concept Plan addresses land use and employment assumptions, transportation system and infrastructure needs, and policies and implementation measures.

The plan envisions a “complete, walkable, and welcoming” community emphasizing Oak Creek as a major amenity, great neighborhoods, and a thriving employment center and southern gateway to Albany.

City of Astoria, Oregon

Matt Hastie (under previous employment) managed this effort to craft a future vision for a four-mile long stretch of the Columbia River.  The process addressed strong community opinions regarding the character and scale of future development, visual and physical access to the river and needed public improvements.
